The allowance amount of a line (BT-136) may have no more than 2 decimal places.

The issuer of the invoice has to fix this. Typical cause: a value calculated internally with four decimal places is written to the XML without rounding.
Where this rule comes from
BR-DEC rules limit amounts to two decimal places. This sounds like a formality, but it prevents sender and recipient from rounding differently and the totals drifting apart afterwards.
