Invoice is not embedded in the PDF as the standard requires
With ZUGFeRD and Factur-X, the actual e-invoice sits inside the PDF as an XML file. So that programs can find it, the specification prescribes the file name, certain details in the PDF's metadata (profile and version) and the type of file relationship. One of these details is missing or does not match.

The issuer or their software has to fix this. Such files are technically defective and cannot be rescued by reworking individual fields.
Where this rule comes from
These findings arise before the actual business rules can be checked at all — for example when the XML file is not well-formed, does not match the schema, or a ZUGFeRD PDF contains no embedded XML.
